Goatskin is hiding in the barn adjacent to the Black Horse tavern. Enter the barn behind the tailor's shop, climb the ladder, and proceed discreetly – this is private territory.
Once upstairs, drop down into the courtyard. Climb onto the carriage and enter the next barn through the window. Continue to the top floor – Goatskin awaits!
